Some encouraging stuff in there but here's a tricky one.

"There is no justifiable reason why a drone should not have in-built safety features as standard. The Government must ensure that all manufacturers include safety features, such as geo-fencing and electronic conspicuity as standard in their drones. Further, it should be a criminal offence to disable such features. Penalties for doing so should be setout clearly in the forthcoming Drones Bill. The Government should ensure all drones, including existing drones, are electronically conspicuous within two years."

Given that the Committee appears to class our models the same as drones I can think of a few justifiable reasons why these in-built safety features are currently not achievable.
1.Cost
2. Weight
3. Size
4. Availability
5. Interchangeability unless you want to buy lots of these devices
6. Not all drones (model aircraft) are manufactured

Still the use of “Drones” as both an adjective and a noun. The Drone Bill is surely dead now until it is re introduced in a new parliament. I too hate the word but it is going to be hard, perhaps even impossible to shake it off.

I have copied below a reply from the CAA 26 July in response to yet another request by me to define "drone" in the light of their website and publications which clearly differentiate between drones and model aircraft.


Thank you for your comments; in the context of our wider communications, the use of the term ‘drone’ is slowly being phased out, in favour of the term Unmanned Aircraft. You should start to see changes on our website, and any external communications in due course. The umbrella term ‘UAS’ is a broader term, which encompasses multirotor, fixed wing, gliders, model aircraft and any other unmanned platform. We will continue to distinguish between model aircraft, and all other UAS, and acknowledge the colloquial use of the term drone, but will not define it. Hopefully this will clear up any confusion- and our communications regarding forthcoming registration and pilot competency requirements, and the EU regulations, will be clear in the applicability to all unmanned aircraft.
