Most are genuine sites. They ask for a small free for the render of the video once you have put your details in to make it unique to you.
Good luck finding a free one, most ask a fee because they have put the time in creating the animations. I can not see my intro for example taking any less than a week to design, and make and code up. So a few dollars for it for me sounds a very good deal.
