I didn't say me, I meant Joe Public buying a Phantom from Maplins, I mean how is he supposed to understand if he doesn't actually have an interest other than "oo shiny flying machine"

That's the difference between ignorance and stupidity. NOT YOU BY THE WAY If your fictitious purchaser of a new phantom takes the time to read the contents of the box and the operating manual he will be informed as there is now a comprehensive info sheet included. If he chooses not to read it or cannot read it that's ignorance. No Defence. If he chooses to ignore the law that's stupidity No Defence.

However that will not be 100% effective for a used machine that may come without the info.

Or a home build or import for that matter.

IMHO it is the states duty to educate and inform as well as legislate
