Their site is out of date and probably refers to an old ANO. Their site refers to a festival in 2012.
The current edition is CAP 393 Fourth edition Amendment 1 April 2015.

So if the kite was less than 2kg (not difficult for a kite) it appears that the 60m limit does not apply. Or am I reading this wrong?

I did google about and all I found was stuff about having a red/black 80cm streamer on the line every 100M which makes sense. 2Kg would be a very heavy kite! I have a 3.5M power kite which is pretty huge and is definitely well under 2Kg.

Sounds like the police have just made up 240ft or maybe the BBC reported this incorrectly?
