This just in from the CAA. It only affects small unmanned aircraft and small unmanned surveillance aircraft which are in the 7-20kg category. It is directed principally at commercial operators so will not affect the vast majority of us.

So far as I can see it's an open-ended one way contract to pay £134 per hour for an assessment. How long is a piece of string? Looks like it would apply to smaller UAVs as well if they want to fly out of their very restricted standard envelope.

So how many hours will it take a civil servant and his department moving at "let's put them off" speed? And who gets to audit the invoice. Can you get an estimate ?

I would also comment that although the first part says 7 to 20kg later it says all suav under 20kg

It's ambiguous. Both the UK prosecutions by the CAA where on models under 7kg. So does this application for exemption apply only to over 7kg? Ergo you cannot exempt a USV under 7kg under this rule?

You're not reading it correctly - it is not an exemption. It is about a change to the current requirement and the new safety case assessment.
The recent prosecutions were nothing to do with commercial work, which is what this Information Notice is about.
Introduction 1.1 & 1.2 makes it pretty clear.
