SA getting act together - FAA please note

Whilst I intend no disrespect to South Africa, if they can get their act together as well as this, what are the FAA playing at?
OK these are proposed amendments but there is some good stuff in there. A great deal seems aimed at commercial operators but there are good sections on Sales (101.01.07) and Groupings and Classifications (101.01.05). They even define a toy aircraft.
