I think you hit the nail on the head there. That's exactly what it looks like.

From my experience, a motor only has to be very slightly out of balance to cause issues like this, so little that your fingers probably wont detect it.
All it then has to do is find the resonant frequency of something else and the problem is amplified massively.
I have proper vibration test equipment as I design and build my own frames too. You can get some pretty accurate apps that use your phones accelerometer if you don't want to shell out for dedicated kit. Having the motors and props as near to perfect as you can be arsed to get them is always a good start as it saves you chasing non existent problems because you know of at least 8 things (if its a quad) that are not causing the problem! :)

Thanks guy's,  I use the phone with a vibration app, but I didn't have time before I needed to leave. But I'm still pretty happy with it,  as the there first time it flew,  in the small time I hade to set it up.
Be home at the end of the month, so hopefully I can get it sorted out then.

OK,  back to the wobble.
All 4 motors are smooth as you like, believe me, with no props on, there is no vibration thro the frame.
The props are balanced and the ones I'm flying on my Inspire, but just in case I tried 4 different ones.
If I only place one prop on at a time on all motors individually and hold the quad when I rev it up, it has tones of lift, with no wobble, 
but as soon as all 4 are working together it shimmes.
Been playing with the gains, but so far no joy.

OK,  so I have discovered that by adjusting the gane at 100% it wobbles and as I go even higher it gets worse, at +70% on the pitch and roll It is a bit dodgy taking of, but there is no wobble.
It seems I need an expert on setting up the gains.
